Opt Out in the EU

My compatriots in the EU are reporting about 50% of users opt out of cookies, causing concerns about CX things such as Qualtrics surveys. Are you folks finding that percentage to hold true across your clients? Do you have any strategies that people use to deal with such a large percentage opting out?
