Personal Link not creating link in Excel

I have a customer who creates a personal link and opens the .csv in Excel . The Link column (H) in Excel says "Omitted for Privacy" instead of showing a link. Can any one tell me what is preventing the creation of the personal link.

They checked "Anonymize Response" in survey options.
