When you collaborate a survey to users you can set their permissions. See this support page https://www.qualtrics.com/support/survey-platform/my-projects/sharing-a-project/ and specifically the section on Collaboration Permissions

Yes ou can prohibit the users from editing your survey. You can give different level of rights to your users.

Even after sharing a project if you don't want anyone to edit any specific block of your survey then you can control that as well.
