Completing surveys - within the same survey can you have multiple people completing questions

Hi, I am creating one survey for two different teams to complete the questions. Some of the questions will be answered by the same team or person, but some of the questions may need to be answered by a different contact. Question: can multiple contacts complete certain questions within the same survey? Do I each send them a link? How does it work if this is possible? or does the same person have to complete the one survey in its entirety. I want to avoid sending two separate surveys out. thanks
