Is there an admin report that can show all the individuals and their gaps between their self scores and their peer ratings?

It sounds like you'd want to build a Gap Assessment Table. By default, this table displays the person's top 5 positive gaps and lowest 5 negative gaps. If you're not familiar with Tables, check out this overview page, and then check out Gap Assessment Table page.
