Has anyone ever used an API to create a survey record(incomplete) and then retrieve the URL?

Has anyone ever used an API to create a survey record(incomplete) and then retrieve the URL for this record. On a different application we use a POST CREATE_PARTY request where we pass many embedded fields to create a record in the survey application and return the survey url for that record. We do this in our student portal where ultimately what the student sees is a link they click, which opens their survey. I want to do the same with Qualtrics but am not seeing this in their help docs.
