Extract pause time in an Uploaded Video

I'd like to show survey-takers a video and ask them to pause the video at a certain point, based on our given instructions. Is there a way to extract the time point where they last paused video? Ideally, they would stop the video and then proceed to the next question (so extracting the last time point would be good enough). I imagine this might require a little Javascript, but I didn't know if there's a pretty doable implementation. Thanks so much!
