I want to know if it is possible to the change the CSS layout of specific question. Example, I would like these two questions side by side to save space. I can't use the side by side question because you need to have the same number of variables in each. Is there a thing as CSS of a block?

Didn't get what you mean by same number of variables in each. But if we use Side by side question with two column then we have following output. (if any of your question is multi answer then you can change column type to multiple answer)
