Division Admin question: I accidentally sent a user a password reset request

What effect does this have -- is the user required to reset their password?

This send password reset request just sends the message to the user’s email. They are not required to reset their password and can ignore the message.

You may want to send them a note to let them know so they don’t think the message was sent intentionally, or that their account is at risk of being compromised.
