Try unchecking Mobile Friendly.
Thank you but that did not affect the result in preview. I also noticed that if I reload the survey page after I have moved the text to the bottom, the text appears at the top again:

So it looks like moving the text to bottom using the drop-down menu does not generate any permanent change; the preview is just a reflection of that.

Ah, I thought you were referring to the overall look. I didn't notice the labels above the images. You'll have to share your html code.

In the end I called Support and they suggested I insert the images through the "Rich Content Editor" rather than doing that directly. It worked:
